Taxes and Rights

The Target Project has been an evolving and at times enlightening process - shining light on some critical issues for our time. Some points have come to mind and hopefully will come up for public debate and further exposure. They intertwine throughout the investigation into the character of the "Target" project; however, the relevance spans many other issues. They are the following questions:

1. Police and Law Enforcement - can they be spies? Should they be allowed to be?
I would respond, "NO."

- Some would say that the National Security Act of 1947 should be interpreted as barring police and law enforcement from also being spies.

- The target's "right to remain silent" and "not to incriminate" himself/herself are easily abridged - taken away by deception and intimidation. Information is gathered from the target for the "spies" through intimidation by police or law enforcement with contracts for spying or through the "impersonation of a police officer" by a spy. The target may be led to believe that he MUST provide information, when that is not necessarily the case and it may even be detrimental to the target to do so.

2. Is "need-based" government funding becoming a racket - a scam on the taxpayers' dollars?
"There's a sucker born every minute and two to take him." (P.T. Barnum quotation). If "one" instance of a "problem" brings money to the coffers, will "one hundred" instances of the "problem" bring one hundred times the money? The numbers game, when used by the corrupt, greedy or overly competitive to obtain funds creates a system of "targets," in which falsely high numbers can be generated at the expense of the target for the financial benefit of the agency and its employees and contractors. Those seeking the funding create the illusion of need which is greater than the reality.

3. Does an agency's "protocol" allowing for extending or even continuing the illegal or otherwise corrupted investigation of a citizen violate the law?

Again, I would say that it does. Agency protocol may NEVER over-ride the Constitutional Rights of the citizen under investigation. If the citizen's rights indicate that the investigation is illegal or should be stopped at once, the agency's protocol should become null at that point.

4. Do public libraries have the right to block flyers and other communications among citizens?

Public libraries are tax-supported buildings and grounds, with tax supported equipment, utilities and employees. On this, we must say, "NO." We should remember that it is not "private property" and that public library policies cannot infringe on a citizen's (the public's) Constitutional rights to free speech and assembly.

Have we become too complacent about our rights? Are we too easily intimidated into paying taxes and fees but allowing ourselves to be blocked from using the very things for which we are paying? It is our taxes and our laws, but do we allow others to tell us what we can and cannot do with them? Think. Think before writing the next check or allowing more taxes to be appropriated. Hopefully this will be one step toward stabilizing our economic woes.
